With the fridge temperatures over the last few weeks, most ponds and the Potomac River are frozen to some degree . The number one rule is to stay off the ponds and stay off the river.

Stay calm
Turn toward the direction you came from
Place your hands and arms on the ice Kick your feet to work your way back up
Use your ice picks to help you pull yourself up Roll away from any weak or broken ice
What to do to stay safe on ice.
Check the ice thickness: Ice that is less than 4 inches thick is unsafe for walking on.
Avoid inlets and outlets: These areas may have currents that thin the ice.
Look for clear ice: Clear ice is usually stronger than ice with snow or bubbles.
Wear a life jacket: A life jacket will help keep you afloat and insulate you from the cold water.
Carry safety gear: Bring ice picks, rope, and a cell phone in a waterproof bag.
